The Quality Connection- SLBS & The National Export Strategy (NES)
Under Saint Lucia’s National Export Strategy (NES), the Saint Lucia Bureau of Standards (SLBS) serves as a foundational pillar in strengthening the country’s ability to compete in regional and international markets. As Saint Lucia seeks to expand its national productive capacity and diversify its export basket, quality, safety, and compliance become essential requirements for success.
Because a major strategic objective of the NES is “Expanding the national productive capacity and diversifying the export basket,” the SLBS is tasked with ensuring local products can legally and competitively cross international borders. By supporting businesses, farmers, manufacturers, and entrepreneurs in achieving export readiness, the Bureau helps create opportunities for economic growth, increased competitiveness, and greater access to new markets. In doing so, the SLBS serves as both a technical partner and a catalyst for Saint Lucia’s export development agenda.
In alignment with the NES framework and the island’s National Quality Infrastructure (NQI), the core obligations and responsibilities of the SLBS include:
- Facilitating Capacity Building and Technical Training
To prepare local enterprises, especially Micro, Small, and Medium Enterprises (MSMEs)—for export readiness, the SLBS is obligated to provide technical assistance and hands-on training.
The Pack House Project: In partnership with Export Saint Lucia and the Caribbean Development Bank (CDB), the SLBS is explicitly responsible for facilitating training for local farmers and agribusinesses to modernize post-harvest handling.
Core Certifications: The SLBS is mandated to build capacity and execute training in crucial international food safety protocols, including:
HACCP (Hazard Analysis Critical Control Point)
GMP(Good Manufacturing Practices)
GAP (Good Agricultural Practices)
- Developing and Harmonizing Export Standards
To move Saint Lucian goods beyond domestic borders into CARICOM, North American, and European markets, the SLBS is responsible for aligning local standards with international expectations.
Regional Integration: Working alongside the CARICOM Regional Organization for Standards and Quality (CROSQ) to harmonize standards across the region, making it easier for local businesses to navigate CARICOM trade.
Adopting International Frameworks: Converting international standards (such as ISO and Codex Alimentarius) into national standards to bridge the compliance gap for local exporters in high-priority sectors like agro-processing, cosmetics, and food and beverage.
- Conformity Assessment (Testing, Inspection, and Certification)
The SLBS acts as the official body that verifies whether a product is actually fit for export.
Quality Verification: The bureau is obligated to provide rigorous inspection, laboratory testing, and certification services to guarantee food safety and product compliance with strict foreign technical regulations.
Metrology and Calibration: Operating under the Metrology Act, the SLBS provides the precise measurement and calibration services required for manufacturing and logistics, ensuring weights and measures meet international export requirements.
4. Serving as the Official WTO TBT Inquiry Point
On an institutional and international level, the SLBS plays a vital regulatory role under the NES:
Trade Facilitation: It serves as Saint Lucia’s official national enquiry point and notification body under the World Trade Organization (WTO) Technical Barriers to Trade (TBT) Agreement.
Information Dissemination: It ensures that local exporters are kept aware of shifting foreign technical regulations, compliance requirements, and sanitary/phytosanitary (SPS) protocols so that Saint Lucian shipments are not rejected at foreign ports.
