CARICOM Regional Energy Efficiency Building Code (CREEBC) Face-to-Face Meeting- 16-17 September, 2025

The Caribbean Community (CARICOM), through its regional standards body CROSQ and the Saint Lucia Bureau of Standards (Regional Project Team Secretariat), hosted a regional face-to-face meeting on the CARICOM Regional Energy Efficiency Building Code (CREEBC), on the 16–17 September 2025 at the Harbor Club Conference Room in Saint Lucia.

The event was officially commenced with an Opening Ceremony on 16 September 2025, welcoming key regional and international stakeholders in the field of building standards and energy efficiency.

This critical two-day meeting was focused on the revision of the existing Regional Energy Efficiency Building Code (REEBC) and the Regional Minimum Energy Performance Standards (MEPS) for buildings across the CARICOM region. The initiative is part of ongoing efforts to enhance sustainability and improve energy use in the built environment across the Caribbean.

The Regional Project Team, Engineering and Construction experts from across CARICOM were tasked with the review of the following key areas:

  • Review, adapt, or revise the MEPS as proposed in the draft standard of the consultancy Development of Minimum Energy Performance Standards (MEPS) for Public and Commercial Buildings in CARICOM Countries conducted by Deloitte.
  • Review the CARICOM Energy Conservation Code (CREEBC) with the aim of updating the existing version for regional application.
  • Manage the development of necessary IECC Application Documents for the region.
  • Develop viable implementation options for the REEBC to support sustainable building practices.

The opening ceremony was attended by some key figures of infrastructure and finance in the national and regional space including:

Stephenson King, Senior Minister and Minister for Infrastructure, Ports, Transport, Physical Development, and Urban Renewal, the World Bank representative for the OECS, Mr. Alexander Agosti, Mr. Jason Andelcio, Project Manager (Engineer), Caribbean Centre of Renewable Energy & Energy Efficiency (CCREEE) and Dr. Sharonmae Smith Walker, Chief Executive Officer, CARICOM Regional Organisation for Standards and Quality (CROSQ).

This meeting represents a significant step forward in strengthening the region’s response to climate resilience and energy sustainability, through harmonized standards that support efficient and environmentally friendly building practices and the Saint Lucia Bureau of Standards was pleased to be part of the critical leadership necessary for the progression of this effort.
